The Oakland cartel was a cartel that gained control over the burned-out remains of Oakland and San Francisco in 2003. This regime was extremely cruel and executed all dissenters. They also aggressively controlled the food supply and only kept the best food for their members. They also controlled the only clean water in the city. They also regularly executed academics, doctors and public officials thus destabilizing the former state of California even further. The statement has already been destabilized as a result of the loss of the electrical grid, intense forest fires and a lack of clean water. Eventually, in 2008, the Oakland cartel lost their power but it was only because most of the people that lived in these two cities had fled to areas with better food sources and water. Many other people who live in cities also attempted to get to Manhattan and the Republic of Rhode Island that were world powers in the early 21st century. The Oakland cartel eventually immigrated to Mexico and controlled the former city of Mexico City - which was heavily destroyed in 2001 and 2002.
